WhatsApp's October 1 Billing Shift: The Free Reply Window Is Ending

If your firm or clinic talks to clients on WhatsApp, the next three weeks matter more than the last three years. On October 1, 2026, Meta begins charging for every WhatsApp service message a business sends through the WhatsApp Business Platform, and unlike utility and authentication messages, there is no volume discount to soften the blow. What is actually changing

Since November 2024, non-template messages sent by your business within a 24-hour customer service window have been free. These are messages sent by agents, bots, or automation flows in response to a customer-initiated WhatsApp message. Starting October 1, 2026, Meta will charge per message for non-template replies sent during this window. Utility template messages sent within an open customer service window, also currently free, will be charged per message as well.

A few important details:

  • Every business phone number gets 1,000 free service messages per month. Charges apply only from the 1,001st, and the allowance resets each month without rolling over.
  • Replies sent by your own chatbot are billed as service messages, charged per message at the applicable country-specific rate.
  • Meta Business Agent, Meta's built-in AI, switched to token-based billing on August 1, 2026, at $2.00 per million tokens, roughly 4 to 5 cents per reply.
  • This applies only to the WhatsApp Business Platform, including the API used by official providers. The regular WhatsApp app and the free WhatsApp Business app are not affected.

Why law firms and medical providers should care

Most practices that automated WhatsApp intake, appointment confirmations and follow-ups did it through the API. Every one of those automated replies becomes a line item on October 1. And the pricing structure punishes chatty automation. Billing is now per message, so one reply costs what it always would, while five replies in the same conversation cost five times as much. Once a number passes its free monthly allowance, an intake bot that sends many separate messages will generally cost more than one designed to ask for the same information in fewer messages.

Also note the contract side. The Meta Terms for WhatsApp Business Platform change on September 23, 2026, so whoever manages vendor agreements at your practice should read the new language before the effective date.

What to do before October 1

  • Confirm how you connect. If your team sends from the free app, this pricing does not touch you. If a vendor runs your number through the API, it does.
  • Pull your monthly reply volume per number and compare it against the 1,000 free message allowance, then model the overage at your country's published rate.
  • Redesign conversations. Consolidating fragmented replies into one clear message, or using WhatsApp Flows to capture multiple customer details at once, helps keep billable message volume down.
  • Build a review habit. Re-check Meta's rate card at the start of every quarter, since most changes land on the first of January, April, July, and October.

The free reply era was a gift while it lasted. Practices that review their WhatsApp conversations this month will go into October with a clear picture of their costs. Practices that do nothing will meet the new pricing on their first invoice.
